Julia Boulenouar

Julia is a water and sanitation specialist with particular experience of institutional aspects of service delivery. Since 2012, she has provided advisory and research services to bilateral, multilateral, iNGOs and foundations in over 15 countries in Africa and Asia on project design, monitoring and evaluation, sector-level monitoring, sector assessments, research, training and facilitation. From 2015 to 2017, Julia was part of the Independent Process Monitoring and Evaluation commissioned by DFID for a UNICEF-implemented WASH programme in nine countries, as country lead for Niger and Madagascar and team lead for a sustainability assessment in Myanmar. In 2017, she was part of the team evaluating UNICEF’s global rural water and small town portfolio for the period 2010-2016. She is currently working on the World Bank- commissioned baseline assessment of water- institutions in Egypt and Haiti, and is involved in a research into policy piece of work on urban sanitation in Kenya. Prior to joining Aguaconsult, Julia worked for three years at the Agence Française de Développement in Paris and in Ghana, where she managed a portfolio of urban and rural development projects. Julia holds an MA in Town and Country Planning from La Sorbonne, Paris and is fluent in French and English
