WASH Specialist & Economist

Eléonore is a junior WASH specialist and economist by training, with three years of experience in development.  She has a special interest for development finance and microfinance in the WASH sector and more broadly her work also includes climate resilient WASH, management arrangements, research studies and in-country assignments including data collection.


While at Aguaconsult, Eléonore has led an assessment of the USAID and Rotary International’s partnership in Uganda, co-led the review of the Conrad N. Hilton Foundation’s portfolio in Uganda and is now participating in the shaping of their new strategy.  

Eléonore co-conducted a study for WaterAid in 11 countries and evaluated Water.org’s WaterCredit program in India, Brazil and Mexico.  She also worked for WHO and analysing hygiene expenditure data in Mali and Burkina Faso to provide guidance to optimize the tracking of WASH accounts. 

Research undertaken has included rural water management arrangements in Senegal and Mali as part of a long-term research programme and as part of a UNICEF assignment on Vietnam, research into government WASH financing strategy.


Before joining Aguaconsult, Eléonore worked for one year in Argentina and as a graduate consultant for The Coffee Gardens, a social business company in Uganda.  She also worked as a research assistant at Mokoro Ltd, where she took part in a UNICEF assessment of the integration of Ending Child Marriage Plans into National Budgets in Mali and Ethiopia.


Eléonore graduated with a BSc in Economics from the University of Bath and with a MSc in Development Management from the LSE with her final dissertation on the ‘Demonetization in the era of Digitisation of payment methods in India’.  She is bilingual in French and English, with a working knowledge of Spanish.
