Analía Saker is a Water Resources and Sanitation specialist with over seven years of experience in the sector, focusing on policy, institutional frameworks, service delivery models, climate-resilient WASH, finance, and regulatory systems in low- and middle-income countries.


At Aguaconsult, Analía has supported a wide range of clients, including ESAWAS, WHH, Splash International, UNICEF, USAID, UN-Habitat, GIZ, and the World Bank. Her expertise spans urban sanitation, resilient water and sanitation services, and the professionalization of service delivery in both rural and urban contexts. She led the implementation of the Professionalization of Rural Water research stream under Real Water, a USAID-funded research program in Ghana and Peru. Over the past year, she has also worked closely with ESAWAS to develop a framework and strategic guidance for extending regulatory oversight to rural areas.


Prior to joining Aguaconsult, Analía implemented alternative drinking water and sanitation solutions in rural, post-conflict, and humanitarian settings. She also worked in the Office of the President of Colombia, contributing to the formulation of a national plan to expand water and sanitation services in prioritized post-conflict municipalities.


Analía holds a BSc in Environmental Engineering and Microbiology, an MSc in Water Science, Policy and Management, and an MA in Water, Sanitation, and Hygiene (WASH) for International Development. She brings additional expertise in data science, programming, GIS for hydrological applications, remote sensing, and qualitative research. She is fluent in English and Spanish, proficient in Portuguese (B2), and has basic knowledge of Italian
