Director & Principal WASH Specialist

Julia is a senior water and sanitation consultant and Director of Aguaconsult who has provided advisory services to a wide range of clients to support safe, affordable, reliable and sustainable water and sanitation services holistically.


  • Conducting portfolio reviews and providing strategic support to funders and NGOs (the Conrad N. Hilton Foundation, DGIS, Wateraid, WSUP).

  • Leading multi-country evaluations - currently the mid-term review of the WaterWorX programme across 39 utilities and the WaterCredit model of Water.org.

  • Implementing large-scale monitoring efforts - through the development of sector monitoring assessments, as Monitor and Verifier for the FCDO/UNICEF ASWA programme and more recently the USAID-funded REAL-Water programme.

  • Supporting efforts to map and strengthen water and sanitation regulation - leading the development of legal and financial instruments to regulate the sanitation tariff in Mozambique; conducting the landscape review of regulatory arrangements in Northern Africa for ESAWAS.

  • Facilitating the introduction of District-Wide planning - including through the development of life-cycle planning instruments for municipalities.

  • Contributing to WHO’s efforts to strengthen global sector monitoring - coordinating the implementation of the GLAAS survey in Africa, supporting the development of core indicators for systems strengthening and improve financial tracking through WASH Accounts - currently the implementation of WASH accounts in Niger.

  • Designing and implementing cross-cutting studies, including on the use of data in WASH-related decision-making.

  • Framing, organizing and facilitating several online and in-person sector events - including the IRC 2023 All Systems Connect Symposium.


She is part of the external reference group for the IOB evaluation, is a member of the Executive Committee of Agenda for Change and the chair of the Strategic Advisory Group of the JMP and GLAAS.


Prior to joining Aguaconsult, Julia worked at the French Development Agency in Paris and in Ghana, where she managed an urban planning and WASH portfolio of projects. Julia holds an MA in Town and Country Planning from La Sorbonne, Paris and is bilingual in French and English.
