Ison Simbeye is a specialist in Water, Sanitation and Hygiene (WASH) sector based in Zambia. He has more than 30 years of professional experience in Zambia and in the region covering urban, peri-urban and rural settings. His most recent experience in Zambia supporting the water and sanitation regulator in developing its regulatory framework for (1) urban onsite sanitation (UOSS) based on international practices (IWA, EAWAG, etc) and (2) rural water supply and sanitation services in Zambia. He has also supported the development of UOSS standards and code of practice, the by-laws and statutory instrument for UOSS. He has also contributed to development of National Urban WASH Programme, including investment planning in Zambia.
He has held senior management positions at commercial utilities (CUs), including playing a leading role in establishing some utilities, that include, (1) Copperbelt Solid Waste Management Company – formation and operationalization, and recruitment of key senior management team, (2) Water and Sanitation Company – preparation of start-up plan and facilitation and (3) Mulonga Water and Sanitation Company – operationalizing.
Capacity and organisation development (OD) specialist for utilities and local authorities in development and implementation of NRW Plans, training and capacity building in NRW Management, authoring and participation in preparation of NRW training materials that include manuals and source books.
Contributed to the authoring of the Impact Guide Book for OD in Southern Africa and the Middle East and North Africa (MENA): chapters contributed include NRW management, Minimum standards for levels of service, Performance Management, Financial Management, ICT, Standard Operating Procedures.
