Pema is a WASH Specialist with five years of experience supporting and researching WASH initiatives across Bhutan, Bangladesh, Ethiopia, Kenya, Lesotho, Malawi, Rwanda, Tanzania, Uganda, Zambia, and Zimbabwe. She brings an interdisciplinary background in water science, policy, and management, with experience applying mixed-methods research, systems approaches, and stakeholder engagement to support the design and implementation of evidence-informed WASH policies, programmes, and interventions.

At Aguaconsult, Pema contributes to and leads components of global and multi-country assignments focused on WASH systems strengthening, sector reform, climate resilience, and service delivery. She currently serves as a technical focal point for Welthungerhilfe’s Global WASH Programme Phase 2 and leads country-level technical coordination for Zimbabwe and India, supporting programme delivery, strategic planning, systems-strengthening processes, and cross-country learning and synthesis. She has previously contributed to feasibility studies on WASH in Schools across India, Kenya, Malawi, Tanzania, Uganda, and Zambia, as well as supported the research on examining the key competencies required for effective government leadership in successfully operationalising sector reforms.

Pema is currently supporting the development of an online training course on climate-resilient WASH and is leading research examining the impacts of mining on water resources in Malawi. She is also supporting the development of a Climate-Resilient WASH Package for School Children in Uzbekistan.
